Another Part of the Envelope - Aviation Advocacy from Let's Go Flying by Steve Tupper
... For example, as you're probably aware, the Transportation Security Administration (the "TSA") promulgated a Notice of Proposed Rulemaking (an "NPRM") in October in which the TSA set out to make new rules that affect "large aircraft" (defined by regulation as any aircraft certified to take off with passengers, cargo, fuel, etc. at more than 12,500 pounds). The new TSA program is called the Large aircraft Security Program (or "LASP").
Federal agencies often (but not always) publish an NPRM when they're thinking about making big or important regulations. The NPRM usually contains the text of the proposed rule and some explanatory material in which the agency tells the public what's on the agency's mind and why it is proposing to make the regulation. After the NPRM is published in the Federal Register, the agency gives the public an amount of time during which to comment, and then the agency ostensibly takes the public comments into account in making the rule.
The comment period for the LASP just ended on Friday, February 27. Thousands of pilots and others commented on the proposed LASP. ...

Featured exhibit of the month

Northrop Grumman RQ-4 Global Hawk

Global HawkThe Global Hawk, on display in the Modern Flight Gallery, was the third prototype built. Designated Air Vehicle-3 (AV-3), it was officially designated as YRQ-4A (S/N 98-2003) and had anything but a normal career for a prototype. After the terrorist attacks of Sept. 11, 2001, the Air Force deployed AV-3 to Afghanistan in support of Operation Iraqi Freedom. Because it still showed some of the "crankiness" of a prototype, AV-3 was nicknamed "Grumpy." Nevertheless, it also flew reconnaissance missions in support of Operations Southern Watch (OSW), Iraqi Freedom (OEF), Enduring Freedom (OEF) and the Combined Task Force-Horn of Africa. Over its career, AV-3 completed 251 flights for 4,891.3 total hours flying time. This total included 195 combat sorties and 4,152.7 combat hours. A remarkable aircraft, AV-3 went on display at the National Museum of the United States Air Force in 2008. Click here to learn more about the RQ-4 Global Hawk.

LASP Comment Period Ends Amid Widespread Rejection from AVwebFlash Current Issue
Framed by some commenters as a "death sentence" for the functionality of operations that, according to the EAA, "raises serious constitutional questions about personal liberty," the Large Aircraft Security Program (LASP) comment period ended Friday amid a chorus of new negative opinion. The National Air Transportation Association Thursday released its recommendation that LASP, a TSA-proposed program that would govern security operations for all aircraft weighing more than 12,500 pounds, be withdrawn. "Overall, this NPRM demonstrates a troubling lack of knowledge and understanding of the general aviation community by the TSA," stated NATA President James K. Coyne. In Alaska, where aviation is often a critical component of daily of life, State Sen. Gene Therriaut and Rep. Mike Kelly separately introduced identical resolutions in the Senate and House this week expressing the legislature's opposition to LASP. Friday, GAMA added that while it was willing to work with the TSA toward a practical effective proposal, the current one "completely misses the mark." Both EAA and AOPA have expressed comments opposing the proposed security rules as well.

Vulcan appeal '558' Please Help from AirshowEuro by WireFox
Whilst on a fact-finding mission today 1-3-09 at Bruntingthorpe, Leicestershire. I was able to see at first hand the efforts being made buy the Vulcan to the Sky Trust people. When I entered the hangar today, I must say that the 'mood' was pretty 'upbeat' and not all 'doom and gloom'. Yes, there is a long way to go, but whilst I was there, I was informed that cash pledges were coming in well, and that the 'tally' was to the tune of being half way there. The facts are this, that if, by this friday the 6th of March the Trust cannot raise £1m to fund this years airshow season running costs, then quite simply thats it for this piece of history of which a lots of people have given there time and money in the hope that this aircraft stay's alive for around 8 to 10 years. ...

Burnelli CBY-3 from The Unwanted Blog by admin
On display at the New England Air Museum in Connecticut is the rather sad carcass of the Burnelli CBY-3 prototype. This 1944 cargo transport used the "lifting fuselage principle, as most of Burnellis designs did, to increase lift. The aircraft on display has obviously seen better days. The tailbooms and horizontal stabilizer have been removed (at least they were when I took these photos in late 2007), and are stored within the fuselage.
